: HARRISBURG, Pa. - (AP) A Philadelphia man was forced to pay more than $12,000 in child support for another man's daughter and spent two years in jail for falling behind on payments.
Dauphin County prosecutor Edward M. Marsico Jr. told The Patriot-News of Harrisburg that he is examining the case of Walter Andre Sharpe Jr., who has been unable to recover the money even after establishing that he isn't the girl's father.
The investigation has no specific targets, Marsico said.
Sharpe's troubles began in 2001, when he signed for a certified letter addressed to Andre Sharpe, the girl's father. The letter ordered Andre Sharpe to attend a child support conference in Dauphin County, where the girl's mother lived at the time.
Walter Sharpe, who was already supporting four children from a previous marriage, ignored the letter, and a judge ruled he was the father after neither man showed up. The county family welfare agency then began garnishing Walter Sharpe's wages from his job at a trash-hauling company.
He served four six-month jail terms for not keeping up with support payments between 2001 and 2005, then lost his job. Petitions he filed for DNA testing were opposed by the court's domestic relations officials and denied by the judge.
In May 2007, the paternity order against Walter Sharpe was overturned after the girl's mother and grandmother failed to show up to a court hearing. But the judge ruled in October that Walter Sharpe was not entitled to compensation.
Walter Sharpe and his attorney, Tabetha Tanner, claim his identity was stolen in 2002, when he met with agency officials and provided identification showing he was not the father. Instead, his personal information was entered into the agency's computer records, he said.
Officials in the court's domestic relations office would not respond to the newspaper's questions. They said in court papers that they determined Walter Sharpe was the father "after reasonable investigation."
Andre Sharpe has said he has always supported the girl, who is now living with him in Philadelphia and about to graduate from high school.

also the grandmother was collecting the support but the child was actually living with the real father. also while he was in jail his ex wife thought that it meant he had fatehred another child while they were married she cut off his contact with his real children. while he was in jail for non support, his 15 year old son was murdered and robbed while walking his mother to work. this man has truly suffered
What I want to know is why would the mother allow her child that she knows is not his live with this man while in high school AND if he knew she wasn't his, why would he have"always supported the girl, who is now living with him in Philadelphia and about to graduate from high school."? Why and how would you do that if you were already supporting 4 other children and all you had was a trash industry job? How is that possible along with you paying household bills and food? This is not adding up to me.
The man messed up from signing that certified letter...that's what cause all his troubles. What he should have done at that time, was go to court and testify against the allegation of him being the father from the beginning. He would not be in this mess...but this is what you get when you are ignorant of the laws.
This situation also happen to me. For 2 years, I was paying a fortune for a kid that wasn't mine. I don't do kids, I hate kids, will never have kids. I was in another country when this trick was preggos and she blamed me. The court didn't care nor care that the child looked nothing like me. I fought my *** off like a black panther member at a klan rally. I was not and will not take care of another man's child! I got a DNA test and sued those *** and got my money back. Some of those workers in the Child Support section lost their jobs. I had to act like a true ***-word for them to know how serious I was about this and I knew the law. If you let this happen to you, you are a dumb ***. If someone is saying you fathered a child to them or says she is pregnant by you get a *** DNA test. I don't care if you're single or married. This goes especially for the brothers and sisters. Don't let *** love get in the way of reality.

He will not get any money if he sues because he was negligence on his actions once he was aware of the court order. Courts will issue more than one notice for a court appearance but once you don't show up the plaintiff automatically wins the case due to no show of the defendant. Now the defendant has a certain number days to file an appeal and request a new court hearing to prove he's not the father. Did the man take the necessary steps? No!!! Then that's the reason he's the father (by default). and Yes Men that's how the law works... so strap up and go to those court cases to defend yourself!!!

Whether he signed it or not, these *** needs to be put in jail for purgery!!!!!! So you are telling me that his real kids should go without support for some late, lying *** ***, hell no!!!!! Well the whole child support thing is pretty sad. In the end, the kids are left without a father. Really, who cares about the mother collecting money, that still doesn't benefit the kids emotional needs or the constant breakdown of our family structure in the black community. Everyone is saying this sad or the system is corrupted but this is not going to stop until adults become more responsible!

This kinda thinking is the reason why we continue to go through the system because we're convinced the system is the problem and not us. The system cannot incarcerate black men if their not involved in the system. When dudes out here knock chicks up because their being irresponsible & the woman decide to take them to court, the woman & urself is the reason ur in the system!

I agree and disagree with you Hellno. Yet I place partial blame on the two that knew the truth yet went for theirs. What can be said of them? We are dealing with three forces that caused this matter to manifest. First complacency on the mans part (brothers gotta get sharper than this). The court for not trying to correct the situation and allow the DNA testing. Last but not least the mother and grandmother once knowing as mentioned before a disgrace to women. In all three parts of this I see no one willing to accept blame and in essence makes us all look bad don't you agree?
