Yes this can happen as an allergic reaction with any hair dye, it happen to a friend of mine. And the longer you wait to seek treatment the worse the skin damage. You can run a fever and breathing can be effected.

Although once treatment is started it usually starts working, although gradually. It can take several days for the antibiotics to reverse the damage from the reaction to the chemical dye.

the reason it got from her head to her face is because she had an alergic reaction to the dye. this happens a lot thats why you are supposed to do a 24 hour patch test before you color your hair. i can't use color on my hair anymore cuz 2 years ago i had a reaction that caused the right side of my face to swell. i was put on steriods and the swelling went down in about 3 days. The woman in the pic and the woman on my job had severe alergic reactions.
