Since the IRS likes to audit hard working citizens and legitimate businesses to see where their $$ is going, how about the gov't create a department that 'audits' people on welfare and make them take responsibility for where their $$ is being spent. And if the gov't deems that the $$ is being spent irresponsibly, not for the children, etc, then by God they get dumped off the assistance program! How about that!
