I am not a smoker at all but I have been in the car with people who were driving while they smoked or after they smoked. It's much different than say driving while drunk, MUCH different. I heard that being high and drunk are 2 very different feelings. I drink I know different impairs your jugdement somewhat I guess smoking doesn't as much. I'd trust a high driver over a drunk one.

The pop star was spotted having a smoke while behind the wheel by paparazzi outfit X17 Online. The celeb stalkers then posted the pic with the headline 'Is Chris Brown Half-Baked Behind The Wheel?'
The singer has been trying to improve his *** reputation ever since his conviction for a 2009 assault on then-girlfriend, fellow pop star Rihanna.
A spokesperson for Brown tells E! Online the star wasn't smoking a joint, but rather, a small cigar.
